ICAP represents Jolt Initiative, a nonprofit dedicated to increasing civic engagement among young Latinos in Texas, in a federal challenge to a retaliatory campaign of intimidation led by Texas Attorney General Ken Paxton. In 2024, fueled by social media conspiracy theories, Paxton targeted Jolt with invasive and baseless document demands. After ICAP filed suit to enjoin the investigation, the Attorney General withdrew his demands and promised not to re-serve them—only to file a “quo warranto” lawsuit in state court the very day the federal case closed, seeking to dissolve Jolt’s corporate charter entirely.
In November 2025, ICAP returned to federal court to halt this unconstitutional escalation. The lawsuit alleges that Paxton’s attempt to shut down the organization is a direct act of retaliation for Jolt’s previous legal challenge and its protected voter-registration activities. By bringing claims under the First Amendment and the Voting Rights Act, ICAP is working to ensure that civic organizations can perform their vital mission of empowering voters without facing existential threats or political intimidation from government officials.
