ICAP’s 2025 Annual Report:On the Frontlines of America’s Most Consequential Constitutional Battles

In an especially challenging year, we are proud to share ICAP’s eighth year of work in our 2025 Annual Report. In these pages, you will see the many ways we have used litigation, policy work, and public engagement to challenge executive overreach, defend constitutional rights, and support elected officials and civic leaders as they work within their communities to protect against political violence. While we pause to reflect on ICAP’s anniversary, we acknowledge that the work is far from finished. We do not expect to slow down and we will be ready for new challenges as the threats to our democracy continue.
As you will see in the report, since 2017, ICAP has litigated 101 cases in every level of the state and federal courts across the country. Our 2025 victories alone, including our landmark challenge to the president’s attempt to end birthright citizenship–resulting in a class-wide injunction protecting citizenship for babies born and to-be-born who would otherwise have been denied it–have helped set new precedents and protected the most vulnerable of communities. Behind all of our litigation, there are the powerful stories of our clients, which motivate us to continue the fight for the constitutional rights that have historically been guaranteed in this country.
