ICAP successfully represented the Prince George’s County Office of the Public Defender in a vital transparency battle to unseal evidence of systemic police misconduct. The case originated from a lawsuit filed by the Hispanic National Law Enforcement Association and individual officers against Prince George’s County, alleging a pervasive culture of racial discrimination and retaliation within the police department. Central to the litigation was a report by Michael Graham, a nationally known expert in policing practices, which documented various incidents and complaints of racist conduct by officers—information that the county sought to keep under a protective order, shielded from public view.
In March 2021, a federal judge ruled in favor of transparency, unsealing the vast majority of the Graham Report. The release of this data was a watershed moment for oversight in Maryland, providing the public and defense attorneys with an unprecedented look at internal police patterns.
