ICAP represents plaintiffs challenging Oklahoma’s predatory scheme for collecting debt from the indigent.  The case challenges a statewide pay-or-jail scheme that forces poor Oklahomans into a vicious cycle of mounting debt, unlawful arrest, and incarceration. ICAP partnered with Civil Rights Corps to represent Plaintiffs in this case.
